Workforce Housing at PVE Schools?

On Jan 1, 2024, Bill AB2295 LINK goes live which allows School Board members to override local zoning to build housing on school sites. Our state representatives, Muratsuchi and Allen, approved the bill LINK in 2022.

In PVE, all our children’s playgrounds and sports fields are on school sites, so workforce housing in PVE means eliminating our children’s facilities for outdoor play, health and socialization.

What can we do?

To ensure the Nov 2024 infrastructure bond can ONLY used for our children, the ballot must clearly include:
a. prohibitions of funds for housing
b. prohibitions of matching state funds for housing
In Nov 2024, request school board candidates to disclose their position on workforce housing
Be prepared to recall elected officials who misrepresent their positions
Vote for PVHA (Homes Assoc.) Board members who state they WILL unambiguously take action to uphold our CC&Rs violated by public housing on school sites.
Help secure a quorum in the PVHA election to seat elected candidates who will uphold our CC&Rs so they can protect our children’s future
Be aware of how your state representatives are voting

PV Faces Water Reductions of 35%, Amid Forced Density LINK

Extreme Fire Risks are increased:

PVE in a very high fire zone. A century ago, PVE had no trees, prior to irrigation and landscaping. So when watering is decreased, fire risks are increased and the environment begins to decline:

Trees will suffer
Plantings that rely on irrigation and run-off suffer.
Foliage holding hillsides will dry-out causing slides to increase.
PVE is in an earthquake, slide, flood and high fire zones with limited ability to evacuate.
Nature and animals who rely on water and plants that receive the water will suffer, including the PV Blue Butterfly
How can PVE support more density with inadequate water to keep the existing population safe?

How can our City Council Help?

Identify the impact: how is the environment impacted by a permanent and severe government enforced drought?
PV City Councils need to invite our state representatives (Muratsuchi & Allen) to a PV-wide event so we can hear how they plan fight these mandates to keep our community safe and discuss the impact of density.
PV City Councils should include the State Water Resources Board so they can explain why severe reductions are necessary only 5 months after water restrictions were lifted LINK
PV City Councils should include the CA Dept of Insurance to help our new families struggling to get fire insurance coverage for their homes, since many major carriers such as State Farm no longer issue new policies here.

George leaves us as the President of the PVHA Art Jury after surrounding us with the beauty of his architectural designs. George served as a member of the PVE Art Jury and Rolling Hills Architectural Committee since 1987, to preserve and protect the original vision of the Palos Verdes Project.

Rest in Peace, George. Thank you for making our City beautiful.

Q1: Is the Roundabout “Dead” ?

The Roundabout is still the only solution noted in the current Capital Plan for the “Corridor Expansion Project”
The city capital budget still includes the $10.2 million for phase 1 and 2. Budget: LINK (pages 207-208) In addition to the two intersections, the description to urbanize and redesign the entire front of Malaga Cove Plaza remains.

On 6/20/23 the Capital plan with the Roundabout advanced when deemed compliant with the city’s General Plan.
