Our police and the fire department are not in jeopardy. As proposed, Measure PF is rushed and misrepresented. Measure PF is not an "investment" but rather it is a liability that erodes the equity in our homes, and provides nothing in return.

We continue to support the retention of our local police with an affordable solution that is sustainable for the city and the residents and are elated at Mayor Kemps’ leadership to provide a better tax.

Measure PF: Follow the Money

Measure PF is being framed as a grassroots effort—but the numbers tell a different story.

TOP DONORS ARE DEEPLY TIED TO DEVELOPMENT INTERESTS:

• Stanley Moore ($25,000), co-founder of Overton Moore Properties, a major land development firm focused on mixed-use and high-density projects

• Steven Friedrich ($10,000), founder of Friedrich Enterprises, LLC, used for real estate investments. Steven maintains direct political ties to 4 of 5 current council members after having served as their campaign manager

• Kirby Larson ($10,000), real estate broker

• Timur Tecimer ($5,000), CEO of Overton Moore Properties (see above)

• Kirk Johnson ($2,500), executive at Watson Land Co., a major So Cal land development company

For context, a typical PVE City Council campaign costs $10,000–$20,000. This high spending signals coordinated investment—and expected returns.

ANOTHER 10% OF PRO-PF FUNDING IS FROM PEOPLE TIED TO THE PVE FOUNDATION

PVEF is an organization founded by a sitting councilmember to advance his stated mission of “public-private partnerships”—which facilitates no-bid development of public land.

AND THE FUNDING JUST KEEPS GROWING TO $100,000

The police union PAC just created their own committee and added $20K to support Pro-PF advertising. That is $600 from each of the PVE police union members.

WHAT THIS MEANS:

• This is NOT grassroots—it’s consultant-driven and professionally funded.

• The money is concentrated among land developers who stand to benefit from land use decisions.

• The same small network of connected insiders—donors, developers, benefciaries and officials—are backing the measure.

—- Bottom Line —-

Measure PF is promoted and funded by a tightly connected group with aligned financial interests investing $100,000+ in a local tax measure worth $200 million and provides them with the means to develop parkland (849 acres) worth $5 to $7 billion.

Parkland Development Is Underway

THIS IS NOT HYPOTHETICAL - IT IS IN MOTION NOW

In April 2025, the Council quietly pushed plans for a new police station LETTER and asked LA County to fund a fire station. By June, the County agreed LETTER to move forward—putting parkland development officially on a 4–5 year timeline.

THE REAL RISK:

Once parkland is developed, the precedent is set. Protections weaken. Expansion becomes easier.

FINAL POINT:

Measure PF isn’t just a tax—it’s the funding mechanism that makes parkland development possible.

PVE DOCTORS’ LETTER TO COUNCIL - Concerns with PF

To the PVE City Council, Measure PF is an 11-year tax with escalating costs for PVE residents. This measure mandates we pay a tax based on the size of our homes, yet none of the funds are earmarked toward fixing our pension debt problem or our neglected infrastructure.

The Council has not demonstrated why $200 million is necessary, nor have they provided a plan for how the money will be spent. The message is: “Trust us”. But “Trust us" is not a plan nor a solution.

Mr. Lazzaro promises to be a “good steward,” but along with the rest of our current city council, he will likely not be in office for the full duration of the 11-year tax.

Without clearly defined, legally binding directives on how these funds must be used, residents have no real control—and Council has no accountability - now or in the future. Instead, we’re simply told: “Trust us.”

The City of PVE has had six years of late financial audits and four years of unclean audits. Our city has been repeatedly warned of problems with their reports. This does not engender trust from the public. In our own lives, most of us follow a better principle: trust—but verify. We don’t write blank checks, and we certainly would not ask our neighbors to do so.

The average PVE home will pay $40,000 for this proposed tax. Would any of you sign a contract mandating you pay $40,000 with no guarantees of how the money will be spent, knowing full well the contractor will change several times in the next 11 years?

Residents deserve a direct voice in how these tax funds are to be allocated. We can agree on the first priority: preserve our local police services by reducing the significant police pension debt obligations. This will then allow us to free up resources for other priorities. A thoughtful approach is required—targeted funding followed by sustainable, lower ongoing costs.

There is no need to rush this decision. Measure E remains in place through the end of 2027. Mayor Kemps has already committed to pursuing a more reasonable, accountable tax measure if Measure PF does not pass.

We need and deserve an alternative measure—one that addresses the resident’s concerns for local police funding. It should establish clear safeguards to prevent misuse of taxpayer dollars, both now and in the future.

For these reasons, we will be voting “no” on Measure PF.

Measure PF Opposition Statement

Measure PF is the largest parcel tax in California — and it delivers nothing:

• It gives the City a blank check without any binding restrictions on spending, while double-taxing us for fire services.

• There is no justification for tripling Measure E, forcing the average homeowner to pay $40,000 over the life of the tax.

• It creates a permanent tax increase to fund the City’s growing list of permanent non-essential programs.

• It contains no goals, no plans, and so there is no accountability to deliver anything for $200 million in new taxes.

Mayor Kemps has pledged to deliver a reasonable, accountable tax that protects our local police and fire services if Measure PF fails.

Measure E remains in effect until October 2027. We have time. Let’s get this right.

The independent oversight committee is neither independent nor does it provide oversight . They are appointed by Council and relegated to observe historical transactions. They have no authority to impact spending decisions.

The auditor is limited to only reviewing historical transactions to report if the funds are collected and then spent on anything that could be considered a safety expense.

In an aggressive action: The tax measure explicitly prohibits reversing any spending decisions even if the court rules the expense violates the terms of the tax. No Recourse

The ad disclosure statement on the mailer confirms it was from the PVE Police Union PAC.

The Union’s mailer to promote Measure PF speaks in third-person as it the police is a separate entity. The PVE Police Union have a permanent PAC (political action committee) they use in their funding of their involvement in PVE elections. For Measure PF, the Police Union PAC contributed $20,000 to pass it.
