Measure E expires at the end of 2027. This provides four more quarterly election cycles to pass a fiscally responsible tax before Measure E expires.

• The City has $20 million in reserves.

The City Council has failed to explain why this massive $208 million tax is necessary.

How do we benefit?

ZERO ACCOUNTABILITY

PF has PF tax text:

Just “maintain services” for $208 million.

A BLANK CHECK — AND DOUBLE TAXATION

Residents already fund Fire/EMT services through property taxes.

Measure PF taxes you again — generating $16+ million annually just to “maintain services”.

IGNORES THE REAL PROBLEM: THE STRUCTURAL DEFICIT

• Pension costs have crowded-out infrastructure funding

IF Measure PF fails….

TWO OPTIONS:

1. Council has stated they will move forward with a tax that Residents support

• and -

2. Residents can offer a better tax on a future ballot to - Keep our police, pay one-time costs (infrastructure and pension debt) then lower the tax to normal, so it is affordable and does not require MULIPLE taxes.

Let’s work together and get this right !

FACT CHECK:

1. Measure PF does not allocate funds to pensions or infrastructure (PF text).

2. Council statements are not binding; only provisions written into the tax measure are enforceable for the current and future councils (PF text).

3. PVE faces heighten pension-related financial risk. PVE’s 2025 debt service is $3.3 million (~15% of the budget) and increasing. LINK

4. Measure PF replaces (not extends) Measure E by expiring it a year early and replaces it word for word while quadupling the cost and double-taxing Fire services

5. Measure PF is an 11-year tax (PF text)), not 10 years.

6. PVE has a “spending” problem, disguised as a “revenue” problem. Why does PVE need to spend four times that of RPV - when we get the same services?

Measure PF falls short of these standards. Our community deserves a process grounded in clarity, trust, and thoughtful planning.

Four years ago, residents were promised a clear path forward. We need our City to refocus on solutions that are transparent, well-justified, and truly reflect the needs of our community.

2025 Police Safety Stats

• Burglaries were reduced 25% from 2024

• Burglaries were reduced 44% compared to 2023

• Emergency response times were under 3 minutes

Police recommend using gel uni-ball 207 pens to avoid check fraud because the gel is difficult to remove unlike other pens.
